On March 5, 2002, the electorate of the Nevada Joint Union High School District approved a $15 million general obligation bond to repair local school classrooms and buildings.  The bond was approved based on the provisions of Proposition 39 (2000) which amended the California Constitution to provide for passage of school bonds with a 55% approval of the electorate.

Proposition 39 required that the School District establish and appoint members to an Independent Citizens’ Oversight Committee.  The purpose of the Committee was to inform the public concerning expenditure of bond revenues and to actively review and report on the proper expenditure of taxpayers’ money for school construction.

Since the passage of the bond in 2002, the Committee met quarterly and regularly and actively reviewed documentation on the proper expenditure of taxpayers’ money for school construction.  The Committee also received and reviewed copies of the annual, independent performance audit as required by the California Constitution.  The Committee has completed its work.
